A Los Angeles dispatch desk runs into more paperwork than most. Charter and limousine work needs active TCP authority from the CPUC, and to work LAX on top of that you hold a Non-Exclusive License Agreement with Los Angeles World Airports. That agreement can take up to 100 days to come through, and only vehicles listed on your account with approved insurance can be added to it.
Every permitted vehicle carries an LAX-issued transponder, fitted as LAWA prescribes, at a one-time use fee of $50. The transponders stay LAWA property and have to go back when a car leaves service.
